Dear TVUSD Family,
Below is a sample of the communication all families will receive informing you of your middle or high school student's planned comprehensive sexual health education instruction during the 2020/21 school year.
For 5th Grade Growth and Human Development information, please refer to the tab listed below as that process is separate and not part of the Comprehensive Sexual Health Education Program.
The Temecula Valley Unified School District (TVUSD) provides Comprehensive Sexual Health Education once a year to 8th-grade students and high school students in their Biology classes.
Planned instruction, when, and what's covered?
The dates of specific sites planned instruction are included on this website. Parents will also receive notices by email 14 days in advance of their child's school site planned instruction.
TVUSD’s planned instruction is guided by several state laws including teaching that abstinence from sexual intercourse is the only 100% effective protection against unwanted teenage pregnancy, sexually transmitted diseases, and Acquired Immune Deficiency Syndrome (AIDS) when transmitted sexually. Comprehensive Sexual Health Education is required by SB329, California Healthy Youth Act. Every school district has the autonomy to choose its curriculum as long as it meets the state guidelines outlined in the California Healthy Youth Act. The California Healthy Youth Act (CHYA), which took effect in January 2016, is a law that requires districts to provide students with comprehensive sexual health education, along with information about HIV prevention, at least once in high school and once in middle school. CHYA goals include educating students to protect their sexual and reproductive health from HIV and other sexually transmitted infections and unintended pregnancy, along with knowledge and skills for healthy attitudes on adolescent growth and development, body image, gender, sexual orientation, relationships, marriage, human trafficking, and family planning.
What's the difference between the California Healthy Youth Act and the newly adopted California Health Framework?
The CHYA is designed to help students access the information they need to grow into healthy adults and is aligned with California's health standards. TVUSD follows the law in accordance with the CHYA. The Health Framework, which was adopted earlier this year by California, is not mandatory because it gives local school districts the freedom to address local needs. It is a guide that districts may use in developing a scope and sequence for locally designed health education programs.
Who will provide the instruction?
For the second year now, TVUSD has a dedicated Health TOSA (Teacher on Special Assignment) Ms. Beth Russell, who will be delivering the direct instruction to all participating students. Having one teacher to provide the curriculum district-wide provides continuity of lessons and maintains program fidelity.
What is the curriculum?
Ms. Russell will be using components of the Positive Prevention PLUS curriculum, as well as TVUSD created lessons to deliver a moderate, balanced program in compliance with SB 329, the California Healthy Youth Act (CHYA), consistent with previous year's lessons.
Parent information meeting and review of planned materials
Due to COVID19, Ms. Russell has prepared a 30-minute informational video for families to review the planned instruction. If after watching the video, you have any concerns regarding the scheduled instruction, you can contact Ms. Russell via the contact provided at the conclusion of the video.
If I choose to opt my child out of participating in the instruction when is the form due?
If you would like to opt your child out of participating in the lessons, please submit the opt-out form. Due dates will be provided on individual school letters emailed to parents. They are also listed on this website.

Elementary School Curriculum - 5th-Grade Human Growth and Development (HG&D) Only
TVUSD provides Human Growth and Development instruction in 5th grade only. Fifth-grade parents are notified prior to the planned instruction and offered the opportunity to opt their student out from participating in the instruction. The instruction is guided by a binder of prepared materials that includes curriculum, videos, and supplemental books related to human growth and development. The curriculum covers Hygiene, Psychological, Social and Emotional changes students may experience during this time of their childhood. The binder and associated materials are available for preview by appointment only. Please contact Beth Russell at brussell@tvusd.us or 951-294-6264. She will be happy to contact you by phone or make an appointment with you to review the planned curriculum. The California Health Framework is designed to help students access the information they need to grow into healthy adults and is aligned with California's health standards. However, the framework is not mandatory because California gives local school districts the freedom to address local needs. It is a guide that districts may use in developing a scope and sequence for locally designed health education programs. Since the health framework provides a guide and is not mandatory, California is not requiring teachers to teach gender identity as part of the health framework. The Health Curriculum Framework for elementary students is separate from the California Healthy Youth Act of 2016, which requires students to receive sexual health education and HIV prevention education once in middle school and once in high school.

Middle School and High School Curriculum - Comprehensive Sexual Health Education

Planned Instruction Dates/Opt Out Forms and Due Dates
Due to COVID19, TVUSD's Health TOSA, Ms. Beth Russell has prepared a quick 30-minute overview video for families to review prior to the planned instruction to answer questions and provide information about the planned curriculum. The process is completely forthright and transparent.
Parents have the right to opt their students out of the 5th Grade Human Growth and Development and Middle School and High School Comprehensive Sexual Health Education. Families of students scheduled to participate in the planned instruction will receive email notifications with parent opt-out letters 14-days prior to the planned instruction. It is the responsibility of the parent/guardian to return the opt-out form prior to the planned instruction. In accordance with CHYA, opt-out must be in writing. To opt your student out, please provide this in writing to your school site, or the TVUSD Health TOSA prior to instruction. The easiest and most effective way to do this is to complete the Google Form Passive Permission slip located on this website or in the email notification, you will receive prior to instruction.
Middle School and High School instruction will occur throughout the 2020/21 school year. Elementary 5th Grade Growth and Development instruction typically occur in the late fall and early spring and will resume when students return to campus. Notifications for all instruction will be provided to parents 14-days in advance of planned instruction along with the opt-out forms.
Opt-out form due dates listed below is to allow sites to plan for alternate instruction. However, a parent can submit an opt-out form anytime prior to or during the planned instruction. If submitted after instruction begins, the child will be opted out of the remaining instruction.
